There are tutorials on how to contribute to recalbox, how to compile recalbox. If you're a dev, you should be able to understand and go through it.

But as you should already know, recalbox is a full os, not using raspbian, and built from scratch. And we always ship a full os, not just some abitrary binaries

I've never had that issue among the small number of games i've tested. But i believe it's either a "game" problem, or how nvidia streams the pad to windows, but not how moonlight itself does its magic. You could confirm if you own a nvidia shield

Where it talk about romset? ok read about it, but i had just single rom downloaded, and all work except on.. btw problem gone, the rom work nice in neogeo emulator with mame078 core, the problem was rom start with red screen and green one a bit glichy, and take like 15 second more then other core, and i supposed not work...
My curiosity persist on why all Metal Slug series (1.2.4.5.X) run well with default core except MSlug3, it has something different?

@voljega If you think about it, these 2 games (and many others), during the height of their popularity in the arcades, had only 1 joystick and set of buttons for their own dedicated arcade cabinet, but allowed 2 people to play in which the game allowed them to take turns (alternates) using the same joystick and buttons.
I assumed that they Recalbox/Emulation station evolved enough that it would be the same because if I play the mame games on a single keyboard through my PC, mame games recognize my keyboard as a single control panel in which the mapped '1' and '2' keys respectably that will allow the ability to play 1P Start or 2P Start mode and mapped 1 set of directional joystick keys in which I don't need 2 sets of keyboards to do so.

I have a pi 2 and I was experiencing slow games that had played fine in older versions of recalbox. It was suggested that I disable the rewind feature. I did and now the more demanding games play smoothly. You should try that.
