The partition is empty after I create it. No content in the "SHARE" partition.

Same here I tried 5 diferente storage all fresh install but only game cube and wii can’t open

I had to zip all mine up to get them to show. Not sure if this helps but it helped me.

i suggest you use the DosBox Pure core and the exodos romset, with zip files of course.

OK...now I have it:
Only if the X-Box controller is set to P1 in the system, the games start....regal which USB encoders are then for P2 and P3 at the start...STRANGE !!! X-Input and D-Input issue ?

I checked my bios and i DID find a third .rom file (the needed cdi200.rom and cdi220b.rom, as well as an extra cdi220.rom).
I am updating the Bios and trying again.

I experience the same problem with RPI3 too.
As I remember the sound worked on the version 6.0, unfortunately I couldn't update sooner.

Ok I resolved my problem

First, the config file seems to be read only at Pi Launch, so manipualting it may need a reboot.

The correct way is to launch ScummVM, then in menu select "Return to Launch Screen" then "Options"

Giving up. I tried to install from a clean install. Same issue. I have decided to go back to 8. some games also loaded up with audio but no video.
