I figured it out.

My specific issue was because I'm using the Retroflag GPi case. The case's screen requires a patch to be installed to use Retropie. I forgot about it because the Recalbox has an install package specifically for the GPi case (which is super nice) and it just works with the screen/buttons. I've re-flashed Recalbox a few times and I forgot to manually reinstall the patch when switching back to RetroPie.

So why did you think the Problem lies with you Recalbox ?
Did it worked before ?
If yes maybe now it's a Problem with your Files or CHDMAN

As I can see, there are only a couple of options for the controller there, and I tried them all. Triggers aren't work properly still.

not use recalbox manager , you need to verify with bios manager inside emulationstation

Just FYI those other cores are showing up on PC version of Recalbox, but have not been able to get them working 100% (Video misalignment) I'll be trying to fix it this week.

@najaray you're NOT the only user using an odroid C2, so instead of saying the img is corrupted, please give us more informations.

Look for the file retroarchcustom.cfg and change the value of input_joypad_driver from udev to sdl2

Very ending note for today, i promise! Actually the only way the virtual pad works for me is to set as player 1 input in the controller config options screen. Suppose on 2 player game it would work as input player 2 but that'all for today!

Ive also used bluetooth virtual gamepad app from the play store and both phone and raspberry 3 (im using a mod b) see each other but are not able no enstabilish a connection, because these apps - provided bluetooth or not - nedd a server to be installed on the receiving machine the raspi in my case, but since it is too much for me gonna not even try 😞
