Try this:
- load recalbox
- connect gamepad via bt (ok, works)
- play some games (neogeo) --> VERY IMPORTANT
- back to ES
- turn off gamepad
- turn on again: does it reconnect? In my case, NO, NEVER
- try to connect via usb cable: does it works? NO
- try to use virtual gamepad: does it works? NO
Try that and let me know.
If I didn't play any games, gamepad reconnection works well even after turn off, virtual gamepad works, and even via usb cable... so the problem is recalbox, that after game quit, mess up something.
This issue happen with virtual gamepad, wired gamepad and bt gamepad...
With 7.2 at least virtual gamepad works again, so I was able to pair again controller without turn RPI4 off/on.

@zing If that logic is good for you, so is good for me.
Recalbox is bugged, cause here doesn't works: so I discourage use it, cause official community doesn't help, but simply say "in my house, it works, so no problem".

@itiki I'm sorry to heat that no one, in more than one week, has reply about that problem. I've post even debug logs, but nothing...silence.
The only thing I got is being scolded because I wouldn't be cooperative....

@matso Here doesn't works, even only with virtual gamepad...I don't understand.
Just unplug usb cable AFTER exiting game cause crash, and there is no way no use again any type of controller, even virtual gamepas, so it's a software bug for sure. I can't believe it happens only to me.

@matso yours controller is wireless? Can you try to disconnect and reconnect after exiting game? Does it works again?

@davidb2111 Everything works well with batocera, everything doesn't works (but the first load) on recalbox.
So the problem IS recalbox.
Again: when gamepad is disconnect, every next controller with every connection doesn't works: bt, usb, virtual gamepad, everything doesn't works anymore.
Just formatted and reinstaller from scratch three times...no solutions, but is here to see, I cannot understand how you don't be able to reproduce this issue.
- play one game
- exit with start+select
- turn off BT gamepad
- turn on BT again
- CRASH -> every controller doesn't works anymore, doesn't matter connection type: usb, bt, virtual
