on a raspberry pi 3 : Force signal to HDMI (with VGA adapter)

Hello,

I'm searching how to force signal to HDMI with a raspi 3.
It seems that I could uncomment lines
hdmi_drive=2
hdmi_force_hotplug=1
in config.txt file but cant change it seems it seems to be read only, and cant find how to modify rights on it ?
