Controller inputs doesn't stick

Everytime I change the controller inputs for p1-p4 it doesn't stay to the way I set it. It reverts to in-order. Example if I choose input p2 for joystick #2 and close out, once back in it p2 is now joystick #1. Input p1 is my controller. P2 is joystick 1, P3 is joystick 2 etc.... Anyway to set it so it doesn't change??
