Entrei no tópico mencionado pelo @acris, que por sua vez remete à seguinte lista de timezones: https://en.wikipedia.org/wiki/List_of_tz_database_time_zones
tentei colocar "America/Sao_Paulo".

é bem simples, porem o timezone não é setado no recalbox.conf.

no mesmo tópico do @Robson-Maniasso achei essa solução:

What worked for me was changing it in kodi. It affected the rest of the system that way. Start up kodi, settings/appearance/international/timezone.May work for you but best of luck~"
acho que só precisa ajustar o horário de verão

No arquivo recalbox.conf tem a resposta...
Set you local time
Select your timezone from : ls /usr/share/zoneinfo/ (string)
;system.timezone=Europe/Paris
Abre pelo SSH e digita ls /usr/share/zoneinfo/
Vai aparecer as opções
Se não me engano é Brazil, mas sem zona específica por conta do fuso horário
