Cheat option

when browsing the folder using winSCP i noticed the cheat folders, how can i use these cheats in games as lets say any super nintendo games.

Look into Retroarch Menu within a game (Hotkey + B) and search the menus for the option to activate cheats. I've never tried it out but it should be somewhere there.

so lets say im playing mario 64 i hit  (Hotkey + B) hot key then it should take me to the cheat option menu

No the cheat codes are only available for libretro cores. N64 is emulated by mupen64plus, you cannot cheat on it
