@bkg2k This sounds like a plan. Actually it would make sense to at least to differentiate between Atari800 and XL/XE. These product lines had different OS and some compatibility issues.
The Atari 800 XL und 130 XE are 99,999% compatible. Actually I never saw a game running on the Atari 800 XL but not on the 130 XE. Commercially the 130 XE was not so widespread like the 800 XL/ 65XE, but many people upgraded their XL/XEs to e..g 256kB up to 4MB. Many newer homebrew games and conversions require at least 128KB. (e.g. Stunt Car Racer). So that's why I said 130 XE standard config should match all old games plus newer ones. Games that require at least 320kb are rarely seen (e.g. Bomb Jack) but of course still exist.
RC3 Bug?
The Atari2600 and other Atari-joystick-compatible consoles e.g. Master System, Mega Drive have the "Joystick-Trigger" by default on Button "B".
With Atari800 (800,5200) the default Joystick-Trigger is on Button "A". It should be the same like in Atari2600 with Button "B".
This is confusing especially in combination with the EmulationStation Menu (select/trigger is here with "B").

RC3 Bug?
I've noticed that Atari800 always executes in Atari 800XL, 64KB, NTSC. It doesn't help to manually save the configuration, because the retroarch/atari800_libretro.so is parametrized/configured by the emulatorlauncher.
While NTSC should be the default for Atari 5200 (AFAIK only NTSC version ever existed), NTSC should not be the default for Atari800. In fact there should be at least somehow the possibility to choose / default the desired machine and it's memory configuration independent of the 5200:
PAL/NTSC:
Atari 800 48kB
Atari XL/XE 64kB
Atari 130XE 128kB
Atari XL/XE 1088kB ("Rambo")
To me, Atari 130XE, 128kB, PAL would be the most common / most compatible "Atari800 Emulator" machine.

@voljega thanks. I was not aware of that concept. I actually digged deeper into the resolution discussions and found out the "CEA 4 HDMI" mode (config.txt, recalbox.conf) produced the best result for my RpiB3+ / Samsung TV Set. I tested it with 'Atari 5200 Decathlon scroller'. perfectly smooth experience. (with pixel perfect:off, size:16/9 and shader: scanline)
But I think it's not related to RC3. so stopping the discussion now.
Is there any reason why the default global video mode for emulators is CEA 4 HDMI?
This leads on my standard TV setup to some very extreme black borders esp. in Atari2600, Atari7800, Colecovision.
I had to manually switch to CEA 5 HDMI or CEA 16 HDMI in the recalbox.conf
