Issue with two USB Gamepads

Hey all, I'm having an issue when I have two USB Gamepads plugged in at the same time. One of the two controllers right shoulder button will no longer work when the second controller is plugged in.
I remapped them and then they work but if I restart the recalbox, only the most recently remapped controller right shoulder button works.
I've tested these controllers in jstest and both right shoulder buttons show that the input is happening. But one won't work in emulation station main menu or any games.
any ideas?

rather thanjstest

I just tested with evtest as well and it shows that the button has been pushed but the button does nothing in emulation station or in emulators...

@Substring So I found out that they are both using the same device GUID. Could that be causing the issue?

So this sounds like something that happened to my friend. He had 2 of the same gamepad the problem was that when we went to input and changed the input to another device, the name didn't change therefore we weren't sure that it was even reading both seperately. We fixed it by taking what we considered p1, moving the device name in the emulators input config to the far left, and configured our buttons. Now when we went to set up player 2 we started far left then clicked one to the right. The name didn't change but it did in fact pick the other controller. We then set up accordingly.
