can't get megadrive(genesis) button changes to remain after reboot of recalbox

i tried following this post steps, but still doesn't work for me. i made the change in my gen.cfg for overlay_directory and set it to "~/.config/retroarch/overlay/megadrive" but that dir doesn't exist. the post didn't say anything about placing a file in it or creating it.
