RB 9.2.3 Freezes after start

After starting, the system will freeze. This happens frequently and I have to reboot. After rebooting the system works correctly. This only started happening after 9.2.3 update.

As an additional symptom, bootup takes 2-3 minutes with an RPi 4, before update it was >1minute.

Do a factory reset. Could be useful after an update in case of some issues.
You won't lose roms/bios/saves doing it.
