Error Wi-Fi

I have a Raspberry Pi 3 with a Recalbox installed. I cannot connect with the wi-fi or LAN. I have also a strange IP address, something like fe80::ba27:eb27.....etc.
It's normal?
I've also checked the conf file and everithing it's ok.
What can I do?
Something about wep or wap? If yes how can I change them?
