ALREADY SOLVED
I had run some scripts for configure the safe shutdown screen and it was not necessary, so I was makeng the problem myself XD sorry for the inconvenience

Image from raspberry pi imager doesn't boot, but retropie does
I'm using pi imager, and using 9.2.3 pulsar as you can see in image.
