Can't change resolution

I've been digging through tons of info on this, but couldn't succeed.
I've got an old pc ASRock g41m-vs3 and I've got it connected to a CRT TV via VGA to Video converter.
I've tried following this guide Change-display-resolution-on-x86---x86_64 to no avail.
I try to use xrandr but it always says "Can't open display"
I thought it could be cause by my videosignal converter and hooked it up with a monitor, but the result was still the same.
I just want to set resolution to something lower than 1024x768, like 640x480 so I could have a chance of running PS1 games.
Any ideas? Suggestions?
