CPS1,2 compatibility?

Gonna try to explain. I have 2 version of roms, for example.

Cadilacs and dino 4mb found in most of the sites
Cadilacs and dino 32mb from a rom pack much complex to find

The 4mb version doesent start, but the 32mb start and play with no problem.

I dont get it, the 4mb is the version i found everywere, but the 32mb i found it in a much complicated way is the only work?. So the roms are diferent? I dont wanna use the 32mb version because the whole set of roms is almost 3gb.
