Windows Game Scraper Tool

I have over 5000 roms in multiple console systems in their respective folders on my windows computer.. too big to fit all of them in a single micro SD card.
Does anybody know of a tool that will scan all my console folders containing all the rom files and not only download the cover art images and game information, but also generate the gameslist.xml file for Recalbox.
I just find it tedious to copy as much of the rom games as I can to the micro SD card for Recalbox to read it and go through the scraper process multiple times over.
