@lhari84 Have you ever tested on another computer to make sure it is not a Windows problem?
@userreddit internal wifi of rpi3 is bad quality and very slow, you might consider buy a usb wifi dongle.
@Retronaut84 : I am currently transferring my ROMs from my mac, and I do not notice any problem... The Pi is connected over the network through Ethernet... When you say "slow", how slow it is?
You can also use WinSCP to transfer your files and it should work, there is a known issue with network copies on large files
