Pairing multiple gmepads

I am running an odroid xu4 and I have 2 shanwan PS3 clones and a plugable brand Bluetooth usb. I have change the driver in recalbox to shanwan. I was able to pair one controller by pluging it in via USB waiting and the unplugging and hitting the center button on the controller. When I try to repeat this with the second controller it won't pair. Any ideas or insight is greatly appreciated. Thanks.
