I have had issues getting both my F710 working, my setup is different (x86_64), but my problem similar to yours. I`ll try to summarize my issues and solution in the hope it may help you out.

The second controller works when pugged in on its own ? They both work on their own ? The reason I ask is that my controllers would disconnect (one controller more that the other, the green led near the mode button would flash). Both of my controllers would work fine when only one was plugged in at a time, it was driving me crazy !
My fix in the end was to use the usb extension cables that came with my controllers to separate the RF dongles as they may have been interfering with one another.

I don't understand this. The second controller doesn't work with recalbox. If i connect the controller to my pc. the (not usable) controller works fine. But only in recalbox the usb dongle or controller dont work.
